In its aim to boost the development of Central and Eastern Europe and aid the transformation of strategies and project ideas into financial projects or financing programmes, CEI offers its tenets of cooperation. CEI executes its cooperation through:

1. CEI Network system

This system has been established and constituted by the project developers and interested companies from all around the world, which chose to register at the CEINet club. This system provides help by arranging a free database of project ideas in a meaningful way. A great number of ideas originating from individuals and groups of people is exchanged here. Private and public entities from all around the world can act as investors and "project organisers", whereas project locations and beneficiaries of funds must be placed in CEI transitional countries. Financial institutions, which also form a part of the network, including ERBD, interested in investments and associated project proposals for the CEI region, receive copies of applications.

The CEI Network system can be used throughout the year with an aim to inform CEI contacts about projects and activities, to promote projects, to apply for financial support, and to establish contacts between companies and participants. CEI cannot finance project ideas nor warrant for success or quality in commercial and financial agreements resulting in cooperation. CEI merely functions as an intermediary agent in interconnecting and a service provider within the public Network forum.

2. Publications

The best approved projects, currently in the database, will be included in this year's issue of the Investment Guide. It will be presented and distributed to all participants during the Forum. The Investment Guide is a practical tool for investors in CEI regions, covering the socio-economic growth in the CEI area and providing a list of projects for cooperation establishment.

3. CEI Summit Economic Forum

This forum, held in November, is the most effective opportunity for establishing cooperation, since the CEI Network members can meet each other and discuss, formally and informally, common interests, projects, business opportunities etc.
