(i) An activity must cover the investment aspects of the CEI Plan of  activities, and/or economic transition, and/or institutional building, and/or business environment in investment-related areas, and/or European economic integration, primarily providing assistance to CEI countries with special needs. A smaller amount of available funds can be used for subjects from without the investment area, i.e. subjects of social growth, stability, civil society, human resources and culture, with an overall view to each region's priorities.

(ii) The proposed subjects should fall within areas listed in the CEI strategic document, "CEI economic priorities of joint cooperation". This document integrates strategies and recommendations of internal organisations and international financial institutions, as well as CEI priorities and goals.

(iii) Each activity must be related with other specific international economic projects and programmes (Stability Pact, cooperation with EU, OECD etc.)

(iv) If an activity involves actual cooperation with an interregional financial institution, it will be prioritised.

(v) An activity should promote cooperation between CEI countries by using solutions and potentials which have proved to be useful in CEI countries, in order to be transferred to other, less advanced CEI countries through programmes of institutional development, information and technology transfer, training etc.

(vi) If an activity has the format of a workshop, a conference or similar event, its programme must include CEI speakers or presenters.

(vii) Such an event must be synchronised with the CEI Forum (themes and topics being presented as a part of the annual programme, announced in November when the Forum is in session).

(viii) Beneficiaries of CEI funds can only be participants from the 15 transitional CEI countries (participants from other countries are welcome, but are not eligible to receive CEI funds; organisers, lecturers, consultants from donor countries are eligible to receive funds).

(ix) CEI must be included in the full or abbreviated name of each activity.
