CEI projects and programmes from different fields of activity are intended, within the overall CEI strategy of European cohesion and solidarity, to contribute to fulfilment of three major CEI goals:
- strengthening cooperation between member countries;
- strengthening the process of economic transformation of CEI transitional countries;
- increasing the participation of all member countries in the process of European integration.
CEI implements these goals in accordance with economic fields of investment through the following types of programmes:
- investment projects / development programmes
- joint activities / international events
- business cooperation system
CEI methodology for investment projects, development programmes and joint activities (international events)
This methodology involves a set of procedures for documenting ideas and opportunities for CEI projects useful for their development within CEI, as well as for the submission of project ideas/proposals to EBRD or other institutions.
The focus of these procedures, which also present a first step towards cooperation with international financial institutions, is on the identification of an investment project. Project sponsors define technical cooperation and investment opportunities or project ideas potentially interesting to EBRD or other financial institutions. At the initial stage, the investment should be interesting to international financial institutions on the basis of information contained within the Project profile and Organisational profile. The next stage is transforming the investment project ideas into formal proposals. Project preparation often requires technical cooperation (TC), including surveys, feasibility studies, design, environment studies, institutional forces and assistance with implementation, as well as evaluation of technology transfer. Secretariat for CEI projects at EBRD can provide help in the preparation of a request for TC activities financing. The Secretariat can also provide help at various stages of implementation.
