COST is carried out through actions. Actions are networks connecting nationally funded research projects in particular areas, encompassing at least 5 participants from various member countries. Actions have been defined in the Memorandum of Understanding, signed by the governments willing to participate in a particular action.

Actions' duration is normally 4 years.
Currently, there are 187 actions under way and 42 actions being initiated.

Projects can be applied by scientific and educational institutions.
