ESF and its instruments are open to all the members of European scientific community, as well as to researchers from the private sector and industry. Projects are applied by scientists from at least two countries in which there are established organisations with ESF membership.

ESF evaluation of new activities being applied primarily considers two principles: the criterion of scientific excellence and European added value.

Normally, a minimum of 6 countries participate in Networks and Programmes, with the average of 12 countries participating in Programmes.
