Programme's goal:

1. integrating scientific research potentials (human resources and equipment), internally as well as externally with industry, through research and services
2. creating a critical mass of human resources and equipment, in industry and scientific research institutions, for pre-commercial industrial research
3. stimulating mobility and cooperation of human resources
4. creating an infrastructure for restructuring economy by creating R&D cores at the level of companies and/or company clusters
5. stimulating the establishment of scientific/technological parks
