• Regional Framework Operations
• Individual projects
• Networks
• Regional Framework Operations:
  - a group of public administration bodies or equivalent bodies at the regional level, or bodies at a lower geographical level acting on behalf of regions
  - minimum 3 countries, at least 2 of which are member countries
  - these countries form a Managing board which selects RFO (Regional Framework Operations) internal projects
  - each project has participants and a leader
• Individual projects:
  - bodies of state administration or their equivalents
  - minimum 3 partners
  - minimum 2 member countries
• Networks:
  - bodies of state administration or their equivalents
  - minimum 5 partners
  - minimum 3 from member countries
