Basic programme documents:

• Operations programme
  - prepared by partner countries, approved by EC
  - contains: programme's origin and goals, priorities, measures, financial framework, management structures (management and project execution procedures, as well as monitoring the execution)
• Appendix to Operations programme
  - also prepared by partner countries, approved by programme's Supervisory board; contains specific technical guidelines

Guidelines for project application:

- applicants must be non-profit entities falling into one of the following categories:
   - Association
   - Institution
   - Foundation
   - Chambers of commerce; chambers of crafts and trades
   - Counties
   - Municipalities and towns
   - Agencies for SME development; agencies for regional development

Project eligibility:

- for a project to be eligible, it must:
   - belong to one of LRPR programme's priorities
   - comply with EC's financing in the amount between 70,000 EUR and 150,000 EUR (with the exception of approved CADSES projects)
   - provide 20% of the project's funds
   - be proposed by an applicant residing in one of the eligible counties
   - include at least one foreign associate
