The programme is exclusively reserved for higher education institutions. Therefore, in order to submit an application it is necessary to find partners from EU. The means are substantial (up to EUR 500,000 for a three-year project), but they need to be spent for specific purposes, and an accurate accounting is essential. The contractor is always EU-based, whereas the coordinator can be based in Croatia. It is of vital importance that the terms of project administration and funds expenditure, especially staff costs, are clearly defined with the contractor, since some contractors only cover their own staff costs. A significant amount of equipment and literature can be purchased within project funds, but the overall emphasis is on the mobility of project participants.

Projects from Croatia mostly come from the Curriculum Development area, which enhances the probability of applications in other areas to be accepted. The application procedure itself is fairly complex and demands one or two months' preparation.
