The priority in the programme's development is to implement the goals of Bologna Declaration signed by 29 European countries with a view to establishing a common European area of higher education by 2010. The goals refer to the introduction of a common higher education system (undergraduate, postgraduate and doctoral studies, or undergraduate, graduate and postgraduate studies), the introduction of the European Credit Transfer System (ECTS), the affirmation of the European dimension in the system of quality assurance as well as boosting student and teacher mobility.
Participation in the Bologna process demands a structural reform of university management with a particular view to the affirmation of universities via institutional integration, efficient quality standards control as well as achieving an enhanced level of synchronisation between universities.

- In its first TEMPUS year Croatia submitted applications for 36 projects, 5 out of which have been approved:

- Communicational Competence in Language Pluralistic Environment
- Postgraduate Program on Law of European Integration
- Development of Economics and Business Education
- In its second TEMPUS year Croatia submitted applications for 22 projects, 11 out of which have been approved:
- Creation Centre de Transfert Croate en Biotechnique et Economie Appliquee Pour SEE
- EU Law Teaching and Research at the University of Zagreb
- Development of Quality Assurance System in Higher Education
- European Studies: Languages and Cultures in Contact
- MBA in Construction
- Centre for Biotechnology Transfer and Advanced Education in Biomedical Sciences
- A European Space of Justice
- Improvement of Teaching Quality in South East Europe
- Aspects of Organization and Information Systems
- Curriculum Development for Undergraduate Programme in Earth Sciences
- Education in the Field of Earthquake Engineering
- In its third TEMPUS year Croatia submitted applications for 32 projects. The evaluation process is to be completed by June 2003, when all the results will be published.
