The programme is coordinated by the European Commission Directorate General for Education and Culture, Bruxelles, Belgium (an EC body)

The technical support is provided by the European Training Foundation, Torino, Italy

The programme has been approved by the European Union's Council of Ministers on 7th May 1990, and has been developed in three stages:

1990-1994 TEMPUS I -> 1994-1998 TEMPUS II -> 2000-2006 TEMPUS III
          1998-2000 TEMPUS II bis

Tempus has been open to Croatia since 2000.
