It often seems that design is the most important thing about a page and that design and content input starts right away. This is not true, because planning and preparation is a very important first step. A good plan saves time, since it eliminates needless waste of time needed for additional corrections and alterations.

It is essential that the goal and the purpose of a page are defined before the beginning.
 
In order for the content of a web page, as well as its design, to attract and keep potential users, the person who is going to make a web page must gather as much information as possible and understand the users for whom the page is intended. Each element of the page must satisfy the requirements and needs of the target audience. One of the useful techniques could be browsing over thematically similar web pages in order to see what the good and the bad sides of such pages are. The gathered experience can then be used when making your own web page.
 
It is also necessary to allocate funds for the development of a web page, as well as to set the timeframe.
 
Many people create educational web pages single-handedly, but if the project is more complicated and requires more effort, collaborators, web designers or, in some cases, even programmers should be included.

After defining the purpose and the content, the next step is the structure development of the web. An optimal data organization which makes browsing logical and easy for the users should be determined. The content and structure are related and it is impossible to create one without defining the other. The division and categorisation of pages are necessarily determined by the content, and the content organization defines the structure of a site.
When adapting the written material to the web, you should not take over the old content and its structure just because that is simpler. Due to the structure of the web, good quality web based instructional material is significantly different from printed instructional material. The transfer of materials to the web is also an excellent opportunity to edit its content.
 
Finally, you should bear in mind that the development of web pages, however simple it may seem, will take longer than was planned.
